William A. Freshwater - Regulatory Counsel and Vice President of Sales

William A. Freshwater joined the company in April 2008 as Regulatory Counsel and Vice President of Sales.  He was previously General Counsel/Executive Vice President at Group Dental Service of Maryland, Inc., in Rockville, MD.  Prior to that, he was Associate Director & Counsel, Reinsurance and International Relations, at the American Council of Life Insurers; Assistant Counsel, International Relations, at the National Association of Insurance Commissioners; and he handled advertising review and regulatory analysis at CIGNA Insurance Company.  He holds a J.D. from the University of Pittsburgh School of Law and a B.A. in political science & philosophy from Boston College.
